El Paso and the far west: clinical options for UTRGV NP students

Hospitals: one published packet, one search excerpt

University Medical Center of El Paso, run by the El Paso County Hospital District and a Level I trauma facility, publishes a clear student route. Its faculty and clinical rotations page welcomes students from many programs and sets one firm step: "A completed onboarding packet must be submitted to the Affiliation Program". First-time students and faculty also attend a live or virtual orientation. The page sets no separate rule for NP students.

The Hospitals of Providence, a Tenet system, blocked the research reader, so its rule comes from a search excerpt of its clinical rotations page: it arranges rotations with schools rather than with individual students, sends interested students to their faculty or clinical instructor, and requires an active affiliation agreement for any rotation in its network.

Both routes run school to hospital, so the preceptor and UTRGV's agreement come first. CMS lists seven acute care, three psychiatric, two critical access, one children's and one Department of Defense hospital here.

Border and frontier: what the shortage data shows

HRSA records dated September 27, 2026 make Brewster, Hudspeth, Jeff Davis and Presidio county-wide geographic shortage areas for primary care, Culberson a low-income shortage area, and parts of El Paso County shortage tracts. Hudspeth scores 21 on HRSA's 0 to 25 scale. For mental health, all six counties are designated: five geographically and El Paso County for its low-income residents, scoring 17. HRSA also counts two Indian Health Service, tribal or urban Indian health organizations among the region's facility designations.

Brewster, Culberson, Jeff Davis and Presidio are nonmetro under USDA's 2023 codes, home to 18,869 people. DSHS's 2023 supply report found 87 APRNs for every 100,000 residents of Texas border counties, set against 118 in the rest of the state. For PMHNP students, that combination means psychiatric preceptors in El Paso are worth approaching well before the fall start of clinical hours; for FNP students, the Big Bend clinics are the region's clearest rural setting.

Setting up a far west rotation with UTRGV

2. Request a new affiliation earlyAn El Paso clinic missing from the list goes through the Clinical Request Form; UTRGV allows 30 to 90 days for the agreement. At UMC, its own onboarding packet and orientation follow.
3. Agree the schedule and oversightFNP classes meet in Edinburg, and FNP syllabi say faculty make random site visits. Texas Board of Nursing rules allow phone or written alternatives when visits are not feasible; how UTRGV handles a distant site is your course coordinator's call.
4. Clear PMHNP and DNP sitesPMHNP students need clinical faculty clearance before any hours; DNP students submit the affiliation agreement and preceptor forms for an approved project site.
