Middle Rio Grande clinicals for UTRGV nurse practitioner students
All eight counties from Del Rio to Cotulla are county-wide shortage areas for both primary care and mental health, and the hospital sites read for this guide post no route for NP students. Four community health center networks and small-town practices are where a UTRGV search begins here, well ahead of the agreement window.

Eight border counties, three hub towns
Edwards County now sits with the Concho Valley council and is covered in the West Texas guide, which leaves eight counties here: Dimmit, Kinney, La Salle, Maverick, Real, Uvalde, Val Verde and Zavala, with 161,072 residents on July 1, 2025. Maverick (58,823) and Val Verde (47,835) are the largest, and Del Rio (34,496), Eagle Pass (28,926) and Uvalde (15,455) are the hubs, followed by Crystal City, Carrizo Springs, Cotulla and Brackettville.
Carrizo Springs is roughly 240 road miles from the Edinburg campus, Eagle Pass about 280, Uvalde about 290 and Del Rio about 335, or four and a half to six and a quarter hours by car. That puts weekly Edinburg classes out of easy reach, so this guide mostly serves online PMHNP certificate and DNP students who live here and FNP students who plan clinical blocks near family.
The region's hospitals and what their sites show
CMS lists two acute care and two critical access hospitals in these counties, and all four appear on the DSHS list as Basic (Level IV) trauma facilities, Dimmit Regional in Carrizo Springs among them. None of the three sites checked for this guide describes an NP-student process.

Without a published route, the opening is a clinician who agrees to teach, and in counties this rural the health center networks below are the natural first calls.
Four health center networks
HRSA counts 27 active health center sites here, run by four organizations. United Medical Centers, based in Eagle Pass, has 11: five in Del Rio, five in Eagle Pass and one in Brackettville. South Texas Rural Health Services, based in Cotulla, has seven spread over Cotulla, Encinal, Carrizo Springs, Big Wells, Eagle Pass and Uvalde.
Community Health Development runs six sites in Uvalde, Camp Wood and Leakey, and Vida y Salud three in Crystal City and La Pryor. HRSA's facility designations add four rural health clinics and one tribal or Indian health facility to the map. Approach them through a clinician; a site UTRGV has not used goes through the Clinical Request Form before your hours start.
Shortage and rural data for the Middle Rio Grande
HRSA designates every one of the eight counties, in full, as a geographic shortage area for primary care and again for mental health. La Salle posts the top primary care score, 20, and Dimmit and Zavala share the top mental health score, also 20. Seven counties are nonmetro and hold about 64% of residents; Maverick is the only metro county, and every county carries HRSA's U.S.-Mexico border flag.
In 2023, Texas border counties had 87 APRNs for every 100,000 people, while the rest of the state had 118, by DSHS's count. For psychiatric training the pool is narrower still, because UTRGV limits PMHNP preceptors to ABPN-certified psychiatrists and psychiatric NPs certified by ANCC, and only part of the hours may be telepsychiatry; telepsychiatry hours sets out the limit and UTRGV's conflicting figures.
Fitting UTRGV courses to rural border sites
UTRGV's FNP syllabi put the preceptor search in the student's hands: an approved preceptor or affiliated site from the Brightspace (D2L) list, or a new Del Rio, Eagle Pass or Uvalde clinic proposed through the Clinical Request Form, whose affiliation agreement UTRGV allows 30 to 90 days to finish. Matched by course:

Questions UTRGV students ask
Can UTRGV FNP students complete clinicals in Del Rio or Eagle Pass?
UTRGV publishes no rule that keeps FNP clinicals in the Valley, so a site here can count once UTRGV approves it, whether it comes off the approved list or through a fresh affiliation agreement. The catch is the drive: FNP classes meet in person in Edinburg, so build clinical days you can reach around your class schedule.
Why is Edwards County missing from the Middle Rio Grande guide?
The Concho Valley council's coverage map, uploaded in August 2025, includes Edwards County, and the Texas Association of Regional Councils county map agrees, even though the Middle Rio Grande council's older web text still mentions nine counties. Rocksprings and the rest of Edwards County therefore appear in the West Texas guide.
Does an Eagle Pass clinic count as rural for NURS 6311?
Check first. Under USDA's 2023 rural-urban codes Maverick County is metro, while the other seven counties, Val Verde and Uvalde among them, are nonmetro. The catalog asks for primary care in rural settings without naming a definition, so confirm with your course faculty that an Eagle Pass site meets it before you commit your 45 hours.
How many PMHNP hours can be telepsychiatry for a student in this region?
UTRGV's sources disagree. The archived graduate FAQ allowed 75 telepsychiatry hours of the program's 520, while the NURS 6620 syllabus for Spring 2026 sets the cap at 220. Ask your clinical faculty which figure applies to your cohort, and line up the remaining hours in person with a qualifying psychiatric preceptor.
