Starr County: rural primary care for UTRGV NP students
Starr County is wholly nonmetro: 66,319 people, one hospital, two federally funded clinic sites and HRSA's high-needs label in primary care, mental health and dental health. That makes it a strong home for NURS 6311 hours and a real option for the FNP courses, as long as you plan for the drive and for UTRGV's agreement steps.

The county in brief
The Census Bureau estimated 66,319 Starr County residents on July 1, 2025, about 0.2% of Texas. Rio Grande City (15,451) and Roma (11,543) are the two sizable towns, with Escobares and La Grulla much smaller. USDA's 2023 codes class the county nonmetro, HRSA flags it as a border county, and its council of governments is the Laredo-based South Texas Development Council.
Rio Grande City is roughly 55 road miles from UTRGV's Edinburg campus, a little over an hour's drive, and Roma about 70 miles. FNP students living here still drive to Edinburg for class, so the real choice is whether clinical days happen near home or near campus; the Hidalgo County guide covers the sites closer to class.
Where care happens in Starr County
Starr County Memorial Hospital in Rio Grande City, run by the county's hospital district, is the only Medicare-certified hospital in the county in CMS's file. An archived August 2026 copy of its website describes a 48-bed acute-care hospital offering medical, surgical, obstetric, pediatric, outpatient and ambulance services, with a Level 4 trauma certification and two rural health clinics: one on site and the Roma Family Clinic. No page on the site addresses students.
Nuestra Clínica del Valle, headquartered in San Juan, runs the county's two HRSA health center sites, in Rio Grande City and Roma, and its home page puts its reach at 11 locations across Hidalgo and Starr counties. It publishes no student page either, so the first contact is a clinician at one of those sites.
UTRGV runs an AHEC community clinic in Rio Grande City. Its AHEC page says the program aims to reduce the shortage of primary care providers in rural and underserved Valley communities, and that School of Nursing AHEC scholars train at its centers with UT Health RGV. In neighboring Hidalgo County, Mission Regional Medical Center's About page names Starr County among the communities its non-profit mission serves.
High-needs shortage areas in all three disciplines
HRSA designates the whole county a high-needs geographic shortage area three times over: primary care scores 20 and mental health 18 (MHCA 6, Border Region), both on 25-point scales, and dental care 16 on a 26-point scale. Higher scores signal greater need. DSHS shows how thin the clinician base is in counties like this: it counted 30,498 NPs at work across Texas in 2023, and only 0.5% of them practiced in nonmetro border counties.
For FNP students that cuts both ways. Patients of every age and a hospital with pediatric and obstetric services make for broad primary care experience, yet there are few clinicians to ask, so a willing preceptor is worth securing early. PMHNP certificate students living here face the same math under a stricter rule: only ABPN-certified psychiatrists and ANCC-certified PMHNPs qualify, so the nearest eligible preceptor may be in Hidalgo County, and the telepsychiatry guide explains how much remote care UTRGV counts.
Why Starr County suits NURS 6311 and the FNP courses
UTRGV's catalog presents NURS 6311, Advanced Practice Rural Health Nursing, as a course on rural primary care that stresses Mexican-American culture, and its 2023 syllabus sets 45 clinical hours. A rural health clinic in a nonmetro border county is about as close a match as the Valley offers, although the catalog names no qualifying counties and your course faculty decide.
Watch the calendar. On UTRGV's 2019 full-time plan, NURS 6311 shares a spring term with NURS 6613, and the syllabi forbid counting an hour toward two courses at once, so a Starr clinic hosting both needs separate schedules and logs. Part-time students on that plan take NURS 6311 in their first spring, long before the big FNP courses.

Planning the drive and the paperwork
Our arithmetic, not UTRGV's: with 8-hour clinical days (the cap NURS 6347 sets), NURS 6612 works out to two days a week and NURS 6613 to three. An Edinburg resident training in Rio Grande City adds more than two hours of round-trip driving to each of those days, and a Starr resident training near home saves the same.
Paperwork sets the start date. A clinic already on UTRGV's approved list needs only the preceptor forms and faculty clearance; a new one needs a Clinical Request Form, then an affiliation agreement that UTRGV's PMHNP guidance puts at 30 to 90 days. With so few sites here, ask early whether your chosen clinic already has a UTRGV agreement.

Does Starr County Memorial Hospital take nurse practitioner students?
Its website, seen in an archived August 2026 copy, has no student or rotation page, so there is no published rule either way. The route is a clinician at the hospital or one of its two rural health clinics who agrees to precept you, followed by UTRGV's approval steps; your course faculty can say whether an agreement already exists.
Can UTRGV's AHEC clinic in Rio Grande City host my clinical hours?
UTRGV's AHEC page describes training for AHEC scholars, School of Nursing scholars among them, at its Rio Grande City, Brownsville and San Carlos centers. It says nothing about regular FNP course hours for students outside that program. Ask your course faculty; if the answer is no, the county's health center sites and rural health clinics come next.
Is Starr County rural enough for NURS 6311?
By federal measures, yes: USDA classes the county nonmetro and HRSA rates it a high-needs primary care shortage area. UTRGV's catalog lists no qualifying counties, so your course faculty confirm the site. Willacy is the Valley's other nonmetro county, covered in the Cameron and Willacy guide.
I live in Roma. Can all of NURS 6613 happen near home?
It can, if you find a primary care preceptor near Roma with room for 24 hours a week across both 7-week rotations and UTRGV approves the site. With few clinics nearby, lining up a second approved preceptor in Rio Grande City as a backup is a sensible plan; we can look for both at the same time.
